The Quality of Cold Perms Shocks the People
Both Mdm Jin who had a cold perm and Mr. Fu who had a hair dye and cold perm, experienced remarkable itchiness and skin
papule eruptions due to allergy. A Harbin City investigation found cold perm solutions had the lowest certified rate (23.3%);
only 7/30 hair dyes were certified. Mercaptoacetic acid has strong irritant properties, is carcinogenic, and a potent allergen;
absorbed through the skin inducing inflammations or even burns. The hair becomes brittle and dry and easily breakable. If in
doubt, avoid using. Some manufacturers have no production permits; others are on trial production; yet others do not even
have the quality assurance for cosmetic production. Obviously, hair salons are attracted by the low cost. The consumer should
choose by: (1) Quality assurance labels; some manufacturers have also achieved the ISO 9000 qualification (2) The package
labels, including the production site, the main ingredients, the production permit, etc.; for dedicated, special purpose cosmetics,
the corresponding production permits; expiry dates (3) Whether the packaging is still intact (4) The product inspection report or
product quality assurance report.
