Blindness
affects
mainly
the
elderly.
lt
has very far-reaching
implications for society. As there is
a
marked increase in
the
size of the
elderly population,
the
number of blind
people would
also increase
sharply,
e.9.,
in
China, the estimated cases of
cataract,
the
most common cause of
blindness
in
the elderly,
is
2-2.5 million.
As
80%
of
blindness
is
actually
avoidable, available knowledge
and
skills for treatment should
be made
accessible to those communities
with
the
greatest
need.
The World Health
Organisation (WHO) has
already
spearheaded
efforts
to assist
Member
States
to
meet
the challenge of
this
problem.
There are
various
torms
of
technical support
to
establish,
at
a
national
level,
blindness management
programmes.
A more recent
initiative,
"The Global lnitiative
for
the Elimination
of Avoidable Blindness" (referred to as
"VlSlON
2O2O
-The
Right to Sight", as
launched
in
1999,
is a
collaborative
effort
between
WHO and a
number
of
international
non-governmental
organisations
and other
interested
parties. This effort is poised to take the
steps
necessary
lo
achieve the goal
of
eliminating avoidable blindness world
wide
by
the year 2020.
