ROAD FOR TRADITIONAL
CHINESE MEDICINE (TCM)
To revamp our "double stan-
dard" (duo State and Provincial
Systems) of drug approvals, in
2004, it was decided to axe the
Provincial System. However,
Zheng Xiaoyu, the ex-Head
of the State Food and Drug
Administration, had made a fatal
mistake of en masse State ap-
proval of >10,000 drugs that only
had previous Provincial approval.
Although the exercise was meant
to censure fake or substandard
drugs, the dramatic en masse
granting of State approval had
paradoxically facilitated such unde-
sirable medicines. By December
2006, our CCTV reported a series
of cases of related substantial
bribery. Our State Food and Drug
Administration was formed in 2003
through merging of the Bureau of
Drug Administration of MOH, the
State Drug Administration, the
State Administration of TCM and
incorporating part of the power of
the Minister of Health. Zheng had
effectively overruled both the power
of the State and the Legislature -
most detrimental to TCM. All the
more, we should shoulder our
heavy responsibilities and tread the
long and arduous road to foster
TCM: a good reference is from the
internationally-respected FDA of
the USA.
[督印人按] 6 月 22 日，藉出席南京中醫藥大學董事會
成立之際，我在南京紫金山莊會見朱杰教授。摯友相聚，促
膝夜談，竟至三更未酣。主政中國中醫藥管理局達拾年之久
的最高領導人，既身歷其境，又功成身退，實屬難能可貴。
看事情，離得太近往往「衹緣身在此山中」而「不識廬山真
面目」。離得太遠則可能衹有輪廓而忽略細節，導致視魚目
為珍珠。又遠觀，又近察，需要足夠的耐心和客觀條件，更
需要假以時日。故古今為文，多主張厚積而薄發，但也公認
做到這一點不易。我想，如果能請朱局長就中華醫藥的發
展、誤區、困境、前景撰寫論文，實在是讀者之福。朱局長
不負所托，寄來了他的專論，以他長期的獨特的視角，剖析
了原國家藥監局鄭筱萸事件的方方面面，遠觀近察，博而返
約，值得一看。洋洋灑灑，行空天馬，文筆銳利，觀點清
晰。既愛之深，又恨之切。行文間，執㠥於對中醫藥事業的
追求和理想，溢於詞表。中華醫藥，真的是任重道遠！應朱
杰教授之請，我們還把上海眾多名老中醫贈送給他的圖章
「蘇世獨立，橫而不流」印之於其專論正文之後。此印，其寓
意之深遠，情感之深切，刀法之老到，布局之柔中有剛，均
可發人深思。
憂慮之情更溢於言表
2006年春，我拜會香港保健協會周文軒先生。他曾談及假藥
屢禁不止，甚至是打假聲愈高，假藥愈多。對此，他深感不解，
其憂慮之情更溢於言表。那時，我無法告訴他，就在我們這次談
話前不久，鄭筱萸領導下的國家藥監局已結束了一項地標改國標
